its not a matter o belief but rather a caution. People tend to be most attracted and give th emost attention to the dark side of things.
Because they are unsure , though it may be logically possible of such a scenario arising, they put belief into this logical possibility.

Not in a democracy. There are loop holes for some people to exploit that need to be plugged.
The fore fathers of the Americans fought and died for their freedom. They are not going to give that freedom away. That's why they are against banning of guns. Despots will not succeed in turning the US into a police state.
