The loophole
Foreign students come here under bond to study in our unis and (if i am correc) serve a 3 year bond. But after their 3 years is over they say goodbye and apply for citizenships and PRs in other countries with their work expereince gained in S'pore. any sane and rationale person will know that other countries are higher paying, better workplace conditions than in s'pore.
So what happens is that it becomes the routine route. And becomes a disease as well.
So what can we do to retain these idiots?
do local scholars also serve a 3 year bond?
what's the difference between the two different categories?
genuine question, not trying to find fault or hijack thread.
don't award them in the first place.
award to singapore students is ok, since they have been (or at least their parents have been) paying taxes to the singapore government for more than 18 years.
and for guys, for serving 2 yrs as extremely low-paid labourers in NS.

to clarify:
singapore scholar & Foreign scholar on corporate or scholarship: usually serve 4 yr bond with company.
foreign student (w/o scholarship) : 4 or 5 yr bond with government.
singapore student w/o scholarship: no bond. government not responsible for employment.
TS is probably talking about the first 2 type of students. singapore scholarship holders are less likely than foreigners to emigrate, due to his or her sense of belonging. i.e family and friends.
for foreigner, singapore is at best an intermediate country, where he or she look for better opportunities.

stop offering scholarship.
the one offering scholarship is free to do whatever they want, unless they are doing it using singapore's money. AIG wants to give scholarship with no bond? knock yourself out.
which scholarship given out by the government has no bond? identify it, fix it, end of story.
