1.First,the report just put the Special Account as Retirement pension.
It seem they dunt consider Ordinary acct as part of retirement!!
This is the reason OECD reseacher put SG retirement ratio at just 13%!!

We know that u can withdraw Ordinary account for retirement,
except the minimum sum.
So,can we consider Ordinary acct also as part of retirement funds?

I assume it refer to Ordinary account.
