When they first tabled the motion of raising GST to 7%, they mentioned it was to help the poor. And then vaguely stated it would be used for Workfare Bonus. There was no blueprint whatsoever in dollars and cents on the percentage that would go towards their proposed plan of helping the poor, even till today.
