First of all, why 5 years time? Does MHA predicts more of Mas Selamat type terrorist to appear locally? I thought Singapore is known for her efficiency?
CHANGI Prison may house a new detention centre in five years, Home Affairs Minister Wong Kan Seng said in a written reply to Parliament.
The centre, which will hold terror detainees, is among 10 recommendations from the Committee of Inquiry following the escape of Jemaah Islamiah leader Mas Selamat Kastari last year.
The Internal Security Department has assumed overall control of the Whitley Road Detention Centre.Measures to improve communication have also been put into place, and regular security audits will be carried out.

Is there a need to built a new detention when the existing one in whitley can do?? please dun anyhow spend our taxpayer money lah.
Not just becos someone escaped and they start to blame the facilities no good, please lah, it is the people's security problem, solve it first, and dun go around building something for the sake of building.

Just upgrade the current facilities will do..
