So like GST system, govt give limited utilities rebates to poor Sinkaporeans. For the rich ones, gahmen says surcharge ("conservation tax") on H2O is to teach them to use it prudently.
When gahmen use moral argument to tax, how can the immoral people (those who use water like free) protest?
