A 35% voter turnout would mean a null election in some countries. In Singapore, it was touted as a strong mandate for the Ruling Party
Those overseas like me, were not allowed to vote (again) even though the Ruling Party had promised before the election date that Singaporeans overseas would be allowed to vote in certain countries (those with many Singaporeans etc) for the 1st time. Reason being terrorist threat, not enough time to set up etc etc. They break election promises even before elections. Nice

Recognising this need, the government instead decided to launch into its "stayers and quitters" nonsense. The message they effectively delivered was "Singapore - love it or lump it". Fine - faced with such a choice, many have chosen to lump it, and it's the government's poor judgement to have offered such a challenge instead of trying to coax these people back.
So, yes, in other parts of the world, they're talents. It's only in Singapore that they're "talents".
