Chinese Culture, should not be just for Chinese Educated

I refer to the papers, wherein our beloved acting PM stated that Chinese Culture should not be for the Chinese Educated.
As such, I wonder why is there a difference between the English Educated and the Chinese Eduacted? In fact, why allow such a riff to develop in the first place? I am Chinese, but am not a master in Mandarin, and I notice that the Mandarin speaking people will only associate with the Mandarin speaking, while it is likewise for English speaking to stay in their own circle of friends.
Also, there are terms and names coined for such Chinese Educated people as "helicopter".
To all the above, is there an English Educated industry out there? And is there a Chinese Educated industry out there? I thus wonder, where are the appropriation for these two genres? -

the mandarin speaking and the angmo speaking may not mix freely, but they may all haf the common passion for the chinese culture. and this culture is wat shapes one's values and principles, and is more impt than the lang one speaks. -
Singapore is the only country in the world do not serious about the mother language.
The politicians do not 100% understand the important of mother language.
Japan are so advanced part of the reason is thier politicians are very serious mother language -
I think u cant compare like that when in Japan, common sign, posting, media r mother tongue but I Spore? Chinese is not my mother tongue but my dialect. Like Malaysia, why even Chinese can speak malaysia even if they study chinese?

Politician and Malay are seriously using Malay language. Chinese also seriously using Chinese language.
So in Singapore:
Chinese should seriously learn and use Chinese, Malay should seriously learn and use Malay. Of course, all Singaporean should also learn and use English -
Ya know what i'm most upset about? That they have decided to go Jiang Hua Yu.. and no dialects?!! Some grandkids from my generation can't communicate with their grandparents at all.
I think he just means that as long as we are Chinese, we should educate ourselves to the chinese arts, literature and history. Whereas someone i know who is english ed (as in missionary, catholic schools) can't speak mandarin to save their lives. -

Variety is good, it doesn't diversify us. Yes. Basic words of wisdom, it might even be a cheng yu. You are the best at something because you are familiar with it by practicing it everyday. All our subjects are in English, except for Chinese. Yeah they dont mix, they should not mix. Chinese people dont talk to me by choice, unless impelled to by compulsion. I dont agree on both races having passion for Chinese culture. Chinese culture, as of right now, is boring, because it is not glamourous as western culture. If you want something to be interesting and liked by everyone, you need publicity, you need mass media portraying how cool it is.... e.g after LAST SAMURAI, more people will be cool about Japanese culture. But given Singapore's limited creativity in the film industry, i dont believe it will be possible to glamourise Chinese culture... unless we have a hollywood movie about China. -
Well...depends lor..met some Indonesian Chinese yesterday..they can speak mandarin but not as fluent as their Bahasa Indo.
