This policy is being motivated by a desire to increase Singapore's population.
That being the case, it is vital to point out that the tendency, from numerous accounts and from my own personal experience, is for local women, in particular, who marry foreign men to leave Singapore for the husband's home country. You yourself conceded this possibility when you fell back on a 'whatever floats their boat' argument.
These points are all relevant because it demonstrates that the government policy we are now addressing could very well be self-defeating...instead of having more Singaporeans through local-foreign marriages, the Singaporean spouses migrate, and we end up with fewer Singaporeans! Complete backfire! Time for a RETHINK, as the saying goes.

Plus also figures that show more Singaporeans girls especially Chinese girls are marrying Caucasians.
True that you can see some Chinese Singaporean ladies arms in arms with white men on the streets. But that is an assumption a significantly increasing number of SG gals are chasing white guys base on what we see on the street. What if another group of people deny seeing such phenomena in Singapore? We have to see whether such things are backed up by statistics showing "alarming rate of SG ladies marrying white men, leaving SG in a storm'
