If everybody in PAP dies

  what will happen? for example the highway collapse. would it have made a difference if a day before the collapse everybody in PAP died?

  OK Lets say education.. I think all the students will still go to school? So what will change in Education?

  Let's say the police, fire department and civil defence. Surely all the police officers will still go to work. They would all have contributed to the rescue at the collapse. So what would change at these three organisations?
