1500 cleaner needed?

Last nite news report that the cleaning coy need another 1500 more cleaner and pay $900 for worker and 1.3k for supervisor. They are looking for Singaporean age around 35 to 45.
This has come out again and again. Is it that more ppl are not paying CPF because they are not working now or what?
One of the in-charge say most Singaporean still can not let go the image of being a cleaner. Anyone care to comment on this point?
To me it not the image thing but just simply pay not enough. $900 after cpf will be $720
