Based on the provisions in the legislature. Donning on a robe doesn't automatically mean a judge is able to adjudicate fairly in every situation. He is human after all. For instance, in a situation where the offender is someone he knows on a personal basis, someone in a "position of power", a lawyer or someone who has once been a fellow judge, it might be difficult for the judge to mete out punishment befitting the crime
