Dear Editor,
If SingaporeansÂ’ speaking up and getting ideas accepted is remote and equated to 4-D lottery, (Today 18.8.2004) it is not so bad.
At least based on perceptible probability or chance from past experience, the idea punters will try their luck to place bets (persistence or activism). What is the chance of past policies leading to high cost changing soon? However, if the chance or probability is remote or practically rendered insignificant by deeply entrenched past policies or practices, is there a 4-D draw to speak of at all, I wonder ?"
