There are two ways to do it as I see it:-
(1) Set simple objectives and attainable tasks.
(2) Translate all objectives into doable work processes governed by simple quality-time-cost parameters or conditions.
Civil servants should carry out their tasks in doable work processes as posted in this forum diligently and professionally to attain objectives and results.
Anyone who does not perform to the objectives or results will be judged accordingly based on quarterly report cards based on measurable efficiency accountablity, transparency, results and variances as posted.
Hands-on management needs no emphasis on leadership or talents or all kinds of policies as announced so often by ministers. Leave performance to be judged by the people in more objective and measurable manner.
The above-stated two major changes will result in a more vibrant governance, openness and liberalization. These two major changes will help to relieve Singapore of slowness to react to fast-paced changes due to past control and conceptual policies which have delayed in solving high cost and numerous other problems.
