Those are magainze type of photo, as people like to see snipers arm with bolt-action snipering rifles, imagine if one of them arm with m16, a little let down.
But in real life what you say is correct, 2 man team, 1 main shooter (bolt rifle), another is the spotter ( best with a M16 + M203). M203, can be handly in laying down smoke and m203 round. and both should have pistols.
If mission call for more sniper then it is better to send in 2 team, to do the job.
