S'pore has always bought 2nd-hand hardware equipment with an eye towards upgrading them on our own, though on the surface it's hard to see how destroyers could befit fighting terrorism in the narrow Straits & surrounding waters. I also seem to recall our RSN priority now is the Stealth Frigate program, which is locally built & so far only 2 of 6 are commissioned as operational.

So if we buy where are we going to use it? not like we have deep water or thousands of coastline miles to protect that's why I think it would be used as a training platform.
