Becos the TNI don't have the airpower and air lift to do much, with the limited budget and arms embargo by the US, it is not as strong as in the early 90s but they are slowly recovering , maybe another decade to recover back to their former glory.
Just look at Aceh, she need SAF & other forces to open transport links via sea and air due to Tsunami.
Why is that so especially since they do have one of the largest armed forces in SEA??

I think if they get enough ppl, and do it over a long enough period, it will paralyse Singapore. The resources to collect and dispose of the wash up bodies alone would be worst than SARS.

I think the logistics to mount such an operation is much much easier than a full scale military assault. Of course the military stay alive for the final blow.
