The 225 was originally built with transportation of certain payloads in mind.
these were the Buran [snow storm] - the Soviet Space shuttle [something like 25% larger than its us counterpart], its fuel containers and boosters [Buran uses the Energia heavy lift system, IIRC it is still the most powerful heavy lift system built] and missile and rocket technology of a military and civil nature.
only one was built before collapse of the Soviet Union.
With the collapse of the Union, both the Buran and the Energia project fell though, with Energia making only a couple of flights and Buran itself making a single remote controlled launch, orbit and return to earth test flight.
[last i heard, the flight-tested Buran and an assembled Energia were partially destroyed when the roof of their storage hangar collapsed on top of them]
