I disagree. There is no arms race in our region. The technical definition for arms racing conditions can be found under Colin Grey's "Arms Race Phenomenon." SEA does not fit that category where there is a rapid build-up of arms (action-reaction) in a very short period of time amidst growing hostilities, like the U.S-Sov nuclear arms race or the Anglo-German naval race. What is true stealth is debatable and probably unknowable in a public forum. However, we do know that LO planes has the advantage in terms of detection range and consequently, the initiative. Holding the initiative and having the element of surprise during action are absolutely vital.

NEW DELHI - Singapore's defense ministry has submitted a request for proposals to three companies for the production of 20 fighter aircraft worth $1 billion, defense minister Teo Chee Hean said.
Under consideration are EurofighterÃs Typhoon, Boeing Co.'s F-15E and F/A-18(WTH is going on here?), and Dassault Aviation's Rafael. Two United Kingdom Royal Air Force Typhoons were evaluated in Singapore last year. (DAILY, July 6, 2004).
The defence ministry will award the contract in the next few months and "ensure that it extracts the best value," Teo said.
The aircraft are to replace the Singapore air force's 70 aging MDC A/TA-4SU Skyhawks.
Singapore previously requested full access to manufacturers' source code as a key condition for buying the fighters (DAILY, June 17, 2003). The country had hoped to make a final selection by mid-2004 so the aircraft could be delivered in 2007 and 2008.

Not sure the RAM will bring the RCS down by that much if in the first place it's huge signature.
I believe in BVR scenario, there maybe missiles that you can fire to create more returns in divergent vectors......and after a while it divides into two to create another set of divergent vectors......
