One important criteria: The most powerful nations all have integrated nuclear power based on land, sea and global reaching.

In my opinion, there might be a chance that India is beginning to tie with countries like France. With expansion of their armed forces in the next decade, e.g. proposed carrier capability for Navy, acquisition of newer American jets etc..., it's only a matter of time before India gets into this list.
France is still years ahead in terms of technology but with India improving education and even designing its own light fighter, it is possible that India could catch up soon.
The US also seems keen to help India's build up as reward for cooperation in the war on terror and to balance the rise of China. -

I guess the country that is the most powerful and has the strongest potential is China.
The reason is very simple:
1) China has an enormous population and a very capable and large number of technocrats. They have a large number of talented people who excel in R&D. In a prolong conflict, this is definitely an advantage.
2) China is a communist country and has a very strong centralised and command economy. If it wishes it can divert resources to military industries much easier and more efficiently than any democracy.
3) China gives shit about domestic opinion and most of the people are government fearing and obedient peasants who are subjugated to decades of propoganda. They will fight like crazy, the US understood this in the Korean war.
4) China is arming herself at a rate which no country can surpass. -
In Fact, Everyone is Dumb , Do you all know that..
1) The european powers conducted war in S.E.A centuries ago without using aircraft carriers..
Conclusion : You do not need an aircraft carrier to fight wars far away from home.
