Russia is facing internal problems and struggles within the many ethnic groups , hence a lower military capability now.
Israel has over 300++ F-16(s) and 200++ F-15 ....all upgraded within local technologies not to mention over many soviet-built they manage to destroy in a day last time.
China is still behind Israel , in terms of combat professionalism , hence i rank it number 3 , it is still fairly inexperienced in fighting wars ..
I rank France the last ...2 major aircraft built by them , Rafale and Mirage ...
all of them have yet to score any major air-air kills like the F-15.. -
You do not need an aircraft carriers to fight today's war anymore...
Just need to have warships...
Even the 1982 Falklands War , aircraft carrier wasn't really the decisive factor in winning the war, rather its a combination of all the elements.

China indeed needs many years to catch up in its military power. Its armed forces are basically defensive. Well, put it this way. The salary of a chinese soldier is 100 times lower than a US soldier. In many aspect, you can say that Chinese military are getting more bangs for their bucks.
I'm not a supporter of China, whoever said that is stating an oversimplification of the China's strength.
You have to see the big picture, not just counting how many war planes and how professional or war proven you think their military are.
If tml a war were to start between China and any country, no one can outfight or outlast China. The reasons are the same as the four i gave. -
