In October 2000, the small-boat terrorist attack on the USS Cole in Yemen killed 17 Sailors and caused significant structural damage to the ship. The U.S. Navy was now faced with intercepting and deterring small boats while reducing the threat to the fleet. Subsequently, CINCLANTFLT established a 500 yard Naval Vessel Protection Zone around U.S. Naval vessels. The Protection Zone propelled the need for the LRAD technology – safe standoff capability to Hail and Warn vessels and determine intent. In an effort to satisfy the U.S. Navy’s dilemma, American Technology Corporation accelerated the development of the LRAD and delivered prototype LRADs to COMTHIRDFLT, COMSECONDFLT and COMSEVENFLT Force Protection Officers in 2003.

American Technology Corporation delivered LRADs to the U.S. Navy Surface Warfare Development Group (SWDG) for Naval Operational Test and Evaluation. The Development Group's goal was to evaluate the employment and operational effectiveness of the LRAD technology in the operational fleet. Concurrently, the LRAD technology was being evaluated at the ATFP test sight in San Diego.
