Interesting place to mount a sight, and interesting positions for rails. Left side has one rail, right side has 2, top has 1. The right rear rail (for batteries?) being very near the ejection port.

Under, Tavor lets the shooter choose which side he wants the charging handle because there are slots on both sides. This rifle only has handle on the left and picatinny rail on the right.
It might be a licence produced Tavor, if so, really no expense was spared because parts that are very challenging to modify / no need to modify (ejection port, underside shape of stock, mag release) are modified.
If you see the 2nd pic, the charging handle slot runs from the circle in front to the 1st of 4 circles. In the 1st pic, there is just a P-rail.
It does look like a p-rail. If it was a charging handle, the slot would reach all the way to the 4 circles there. Cannot be two slots of uneven length?
Also it looks just like the P-rail next to the ejection port.
It strongly resembles and may indeed be, but I find it hard to believe someone would take the effort to change every corner of a very good rifle.
I'm still analyzing the photo. Among the differences I've found are the distance between magazine and trigger, fastening pins on top vs below rifle.
This rifle takes a number of steps backwards:
-I'm quite sure the charging handle is one-sided. Since this rifle has a carrying handle, why don't they put it under the handle so it can be ambi?
-Look at the pistol grip in the first pic. Do you find it odd the grippable portion ends below the trigger? At the same "height" as the trigger, it becomes very fat. Would it be hard to squeeze the trigger?
You may well be right. MTAR looks very different, but only the charging handle was moved and grip shape changed, mechanical dimensions are still the same, pins in the same places.
I'm quite sure this rifle is not a H&K product...

But the charging handle looks like its onthe left side of the weapon, so i'm not very sure what weapon is this :(
