KUANTAN: Malaysia is expected to finalise a RM1bil deal with Russia to buy a fleet of Sukhoi SU-30MK multi-role combat aircraft soon.
Talks between Malaysian and Russian officials on the purchase of the aircraft have been going on since 1997, when Malaysian officials expressed interest in creating an RMAF squadron comprising an all-new aircraft to complement the air defence roles of the F/A-18 Hornets and the MiG-29 aircraft.
The two-seater Sukhoi equipped with Russian and European avionics, would be similar to the SU-MKI aircraft used by the Indian Air Force.
The aircraft can fly at Mach 2.35 and has a service ceiling of about 18,000m.
It can cover 3,680km and be equipped with several types of missiles and laser-guided bombs.
Defence Minister Datuk Seri Najib Tun Razak, who will receive a courtesy call by Russian counterpart Sergei Ivanov today, is expected to make an announcement on the deal.
The sources also said the RMAF might buy several F/A-18E Super Hornets from the United States to complement the Sukhoi. -

KUALA LUMPUR, May 18: Malaysia is likely to make a positive announcement on the purchase of the
Russian-manufactured Sukhoi Su30MKM multi-role fighter jet for the air force.
This was the conclusion aviation observers reached following the ar-rival of Russian Defence Minister Ser-gei Ivanov at the Kuala Lumpur International Airport today. He is on a three-day official visit and is scheduled to call on Defence Minister Datuk Seri Najib Tun Razak at Wisma Pertahanan tomorrow.
"This is a positive indication that the Su-30 is the choice for the Royal Malaysian Air Force," the observers told the New Straits Times.
A Russian Embassy spokesman said the minister's visit was at Najib's invitation and several meetings have been scheduled over the next two days.
They are the fifth Malaysia-Russia joint committee on defence co-oper-ation and the third Malaysia-Russia defence industry co-operation (working group).
On whether there would be any announcement on military hardware procurement, specifically fighter jets, the spokesman said: "Any announcement would be made at the appropriate occasion." For the past three years, Russia's State Corporation ¡X Rosoboronexport ¡X had made available various variants of the aircraft for the Government to evaluate.
The Sukhoi MKM is a variant of the Flanker customised to Malaysian specifications. A similar variant, the Su-30MKI, is currently in use by the Indian Air Force.
Sources disclosed that another item expected to be discussed is the scheduled visit of Russian President Vladimir Putin.
"While dates are tentative, plans are under way to schedule the visit before October," the sources said.
On the purchase of the Flanker, the sources confirmed that the air-craft was under evaluation by the Defence Ministry. The proposal to buy the Sukhoi Su30MK was made in the 1990s but shelved due to the Asian financial crisis.
Revived three years ago, it was the second arms procurement negotiated on barter trade terms between the two countries.
In 1994, Malaysia purchased 18 MiG-29 Fulcrum fighter jets for a total of US$600 million (RM2,280 million). Besides the MiG-29, USmanufactured F/A-18D Hornets are also in service with the air force. -

The planes will be supplied in the middle of 2006, Najib added.
Boeing Co's (BA.N) is also in protracted talks for a proposed $1 billion sale of up to 18 F/A-18E/F Super Hornet fighters to Malaysia, though the deal has become hostage to political fallout from the war in Iraq and the economic impact of the SARS virus. -

Malaysia is planning to purchase 18 Russian-made Sukhoi Su-30MK fighters in a deal worth US$900 million, and the contract will likely be inked this year.
In a news conference on Monday, Defence Minister Najib Tun Razak explained the move as part of Malaysia's modernisation programme.
"There is a need for combat aircraft, especially multi-role combat aircraft... The contract is likely to be signed this year," Mr Najib said.
The Sukhois would be supplied in the middle of 2006, he added.

RSAF need to beef up their fleets with newer fighters soon-Malaysia set to received 18 SU 30MKM (confirmed sale) and up to 18 FA18F by early/mid 2006.To lesser extent even the so call poorer (borrowing some members thoughts) Indonesia set to get their first SU 27SK and SU 30MK by end of this year.An F16s just wont do anymore........................
And 2012 or so (in order to received the first F35 ???) -a long way to go.....stop gap fighters must be procure soon.BTW F15E(S) aint a match for RMAF new bad boys Typhoon or Rafale....should gave RSAF the much needed 'edge'.

My take on the F/A-18 Super Hornets:
Don't think that with Mahatir's recent tirade against the US, he will "allow" the government to procure the Superbugs, at least when he is still in office. Although he will reportedly step down in Oct, the sale will probably not happen, until after next year's UMNO elections.
I am pretty sure that Boeing and the US are very eager to sell the Superbugs to Malaysia for $$$, regardless of sentiment.
US$900 million for 18 SU-30MKM translates to US$50 million per plane - probably including spares/weaponry.
Cheap? Expensive? You decide. -

We will get our NGF almost at the same time as ur SU-30MKM and SH , thus isnt an issue whelther who get wat first. 18 SU-30MKM and 18 F18F - is that really enough to cover Malaysia's airspace?
Also, I think the F15T plus special modifications should do just fine actually. -

Come on Harimau - if you are really ex-MAF, you should know better than that. 18 of each won't cover all airspace - why not 60 of each, if you know what I mean. Besides, its a never ending story that benefits the arms suppliers only. Imagine, a year from now when Singapore decides on its next fighter aircraft replacement, the forums will be flooded with comments, and the cycle continues right? Maybe Malaysia should consider on setting up a reliable defense industry right?? We should be able to support her diverse weponary that she purchase over the years. Maybe they should invest more onto defense science or else , how to compeite with the big boys right??
I should encourage u all to help urself securing more economical cookies from the west and the east. Maybe FTA is a good option for u all. Its not easy feet for ur politician to find funds on the gigantic modernisation which u all planned. New fighters , NGPVs , tanks , awacs , must be careful on a developement explosion right?? No wonder they need to increase the price of the water , but too bad lar , im sorry . Either singapore is too fancy onto technology or it is because ur ministers dun realli know how to secure a nice agreement with our leaders . Y not increase road tax in ur country , catch and semon more hellriders on the street to get more funds right??

My comments on this purchase? I'd rather Singapore face SU-30MKMs than F-18Fs. (I gotta admit, I think I underestimated the F-18F's capability by quite a bit... ) The SU-30MKMs are a formidable opponent, but definitely NOT unbeatable by F-16s..... (remember, plane comparisons are good academic talking points, but when you get to fighting a war, you are fighting the air force as a whole SYSTEM, and we got a much, more rounded, well thought out air force than theirs....)
And of course, speaking of the air force as a system.... I heard their application requirements for air force technicians and engineers were lowered because those who qualified were applying for officer course instead ( officer qualification requirements not much more than air force technician requirements...
) So now they are accepting lower qualified technicains ( Maybe even gotta teach them English first before can start technician course, alamak, jialat sia )..... So you see, they can get airplanes, but actually having them work and integrating them into the air force to become a contributing FORCE ain't that easy..... -
Hi people,
I think before we start a flame war across the (Johor) straits, lets examine what this purchase implies in terms of
1. balance of power in the region
2. RSAF responses
3. RTAF responses
etc.
I think there are a few things we can learn from this purchase, one being that Malaysians (and Indonesians) are more willingly to purchase Russian made equipments regardless of logistical issues.
On paper, SU 30 MK series version is very potent. It has all the flight characteristics of the SU27 plus the additional thrust vectoring... (cannot confirm if this is true on the RMAF MKM version but certainly true on the Indian MKI version). The avionics suite may also include the French Thales stuffs. All these make the aircraft the most sophisticated fighter in the region.
So the question now is "What will the 18 SU-30 MKM do to the balance of power in the SEA region?" My guess is that, all of a sudden, you will see RMAF sticking a claim to be the most advanced air-force in the region. They would probably claim that they are equal if not better than both RSAF and RTAF.
So what will be the responses from these two air-forces? I don't really know. But as for RSAF, the next generation fighter, presumedly a Euro canard, should theoretically match, if not better the SU-30. Both RSAF and RTAF Vipers, in my view, can still be upgraded with the latest Active Array radars, request US to release the Amraams and match the SUs in BVR shoot outs. I also believe that Vipers can still hold their own, when properly employed, in dogfights. I also see the needs of RSAF to give each Viper a targeting pod in the form of either the Israeli made Litening II/III or the Sniper XR pod.
I also believe that the skills of the pilots, plus the logisitic maintenance of the aircrafts will determine who is stronger at the end of the day.
For RMAF to acquire, firstly the Mig29, then the F-18Ds, then now the Su-30, and later the F-18E/Fs, not to forget the Hawks too, man oh man, it will definitely be a logistical nightmare.
On the other hand, I also see the needs for RSAF to carefully choose the next gen fighter. I would say that Rafales and Typhoons would be my choice given that the Strike Eagles and the Super bugs do not present much advantage over the Sukhois.

Oh, by the way, the SU-30MKM's wont get their vaunted maneuverability at full tank load, more likely only at around 30%... interesting eh? But its BARs radar, not bad, even though it isn't an active array....

I heard someone in my NS unit (ADA fellas) say that fighter planes are basically unstable so that they can be very agile. What holds the planes together is very different between the US and the Russian planes.
The US use computers and stuff.
The Russians use brute force as in more welds and stronger rivets and stuff like that.
Is that true?

The Malaysians are buying (or announcing) this purchase not for them to gloat over singapore. That is a waste of RM1billion just to gloat. They have other plans.
Do you know that LIMA, their aerospace show is coming again. They have to announce a big deal to justify the show. So by announcing that the purchases will happen, the russians will have to take up a big slice of the show, and bring lots of hardware to show off. In fact, maybe some of the surprises that the Iraqis used during GWII will be on display!
The americans, will also be there, to show their F18s. So they will be there in force as well. The French, the Indians and the Brazilians will all be there.
With all the hardware out in the open, the Thais, Philippinos, Indonesians, ARABs, and whoeverelse will also visit to have a look see. Who knows, lots of deals may be made there.
So why make Lima so successful at the cost of RM1billion? Who is running the 2 SEAs arms and aerospace shows? Singapore and Malaysia right? So they definately want to make their show as good as ours. And definately it will be cheaper as hotel rooms in Langkawi are cheaper than hotel rates in Singapore. So they can bring in more visitors from all over to make the event a success. (not to mention, have a holiday on the island)
The second reason is to sell more palm oil.
The third reason is that USA is not a reliable supplier of weapons to lots of countries. They often embargo critical spare parts. So buying russian makes lots of sense if your most likely advesary may be a USA supplied opponent. This is something that lots of militaries in the world are now worried about.
So don't just look at a plane on plane angle. There is usually more to it than that. -
