I do believe the S1 is the highest appointment amoung the staff officers. In my unit, our RSM only salutes the junior officers when there is senior officer around otherwise otherwise its just "hi sir' or stuff like that -
S1 and S4 are the lowest estab among the 4. This respect of rank thing is the same for specialists. As enlisted "men", you're supposed to respect their hard-earned rank from SISPEC. They are your commanders, and they can recommend you to be charged for insubordination. -
Some officers are problematic, so are some specs.
But as a "MAN", you have not choice but to respect the rank. Failing to do so is a serious matter.
Of course, in most units, rank isn't really the highest priority. It is the appointment. Do you think a 2LT fresh from OCS can tell an experienced RSM that the way he ran the regimentation of the unit s incorrect? The RSM would probably politely tell the young officer to mind his own business.
If you hold an appointment, no one, regardless of rank should order you to do something against the practices of your appointment, UNLESS, he is YOUR immediate superior/IC, or any officer in charge of your section. If anybody, higher ranking, but outside your section tries to do that, just call your immediate superior to talk to him. Stay out of trouble -
remember when i was serving my time, the bleddy S3 trying to win the Best Unit comp.. bleddy make the men in an ADA unit run to 2nd Guards to run SOC..
when there were no medics for medical cover (no one told us as we were stationed in Tengah) during his impromptu and unscheduled "PT Sessions", he did not even bother to send a vehicle to get us when it would just take about 1/2 hour to Tengah and back, even when the PTI remonstrated about the lack of medic cover, he insisted..
so when someone got hurt, the bastard tried to pin it on me... the IC of the unit medics..
made him look like a fool in front of the CO... a LCP telling off a CPT, telling him "with due respect, it was not in the training program, it was not scheduled, we have our own duties in Tengah, the PTI was reluctant to run the PT session, and you did not even try to get a medic"...
after that, i kena mark by the petty bastard... -

Appointment without rank is quite useless. Let's say you disallow the officer to book in 'cos he never meet the appropriate dress code set by the RSM (and approved by CO). You're doing your job, but then you're also setting yourself for some trouble.
Maybe next time the officer complain 'cos you never greet him properly. Opps
Even your OC, who is 2LT compared with others who are CPT, might find it hard to mingle with them or fight for your welfare. -
