I think we should look at the TMD system ,the S-400, the more advance system of the S-300, this system has 2 time the range (400km)as compare to the S-300(200km).
It is said to be able to engage manned a/c, UAV ,ballistic missile & even tomahawk cruise missile and tested successfully in 2000 and certainly be cheaper than the Patriot & Arrow system which incidently need the US govt approval for sales which most probably not be granted since the American usually does not want to be the first to introduce new military capability to the region.
