Well you have a point about ASW rockets and "blue-water" since the Deltas are fitted with the Tow Array.......and will probably spend most of it's mission time in deeper waters.
Still you need to transit Malacca straits to Andaman Seas and then the approaches to South China Sea is also "green-water"
I think those launchers are multi purpose....and the rockets/missiles are modular design like CRV-7s......fire control for these weapons my guess is very likely to be semi-active homing EO (jam proof laser direction).......haven't seen any provisions for microwave fire directors?

Seems the specs sounds too far reaching - for single rotating aperture.......something to do with too many pencil beams/sec to achieve effective volume search plus surface surveillance etc.
Lend credence to the need for fixed multi face 'APAR' type radar???
