but some u can just give them reward in terms of gold or rank
different ppl had different needs, just to give to their needs, and they be there for u

But on the other hand, a state may gain more by cooperation on a multilateral or bilateral basis than assuming that the system is anarchic and therefore states need to 'self-help,' don't you think? 
Motives for war? There are many...cost-benefit analysis based on the Rational Choice calculation, externalization of domestic conflict, etc etc...that's what G.W. Bush needed...the economy was slowing down when 9/11 happened...a tragedy that he exploited to the fullest....
