Two companies insisted they never knew about repair projects, and their supposed quotations were on outdated letterheads

A SINGAPORE Armed Forces lieutenant-colonel went on trial yesterday for trying to deceive the SAF by submitting fake quotations for repair works, prepared by a maintenance contractor.

The contractor, Ong Chye Tab, was sentenced to a year's jail two months ago for corruption.
The man said to be his partner in the scam, Lt-Col Ong Beng Leong, 43, is accused of knowingly using false bids from Precise Development and Gin Huat Company for repair works in the training areas under his command in Lim Chu Kang.
Yesterday, the bosses of Precise Development and Gin Huat told the court that they had neither submitted the bids nor even known about the projects, totalling about $174,000.
The bids were made on outdated letterheads they had stopped using years ago.
The lieutenant-colonel, who faces 10 charges of using false documents to mislead the SAF, was the commanding officer of the Training Resource Management Centre when the offences were allegedly committed between January and February 2001.
Fifty-seven other similar charges have been stood down.
Under SAF rules, three independent quotations were required before the accused could approve any maintenance works.
Yesterday, Mr Neo Wee Beng, 48, a partner of Gin Huat, said the invoices that were supposedly submitted by his company for site and track improvement works amounting to $52,450 were on letterheads the company had not used in 10 years.
In fact, Gin Huat was involved only in the rental of heavy equipment in 2001.
Similarly, the managing director for Precise Development, Mr Peh Soon Li, 47, said that his company's letterheads have all borne an ISO logo since 1996.
None of the bids that his company had supposedly submitted bore such a logo.
Mr Peh also said that his company's dealings with SAF in 2001 involved contracts above $1 million, and the company would not take part in projects worth less than $20,000.
Both men said they had not authorised Ong Chye Tab, 62, who was the sole proprietor of Sin Hiaptat Construction, to use their companies or letterheads to submit the quotations.
Later, the contractor's former secretary, Khoo Swee Im, 52, who was jailed four months for forgery in September, took the stand to testify that she had prepared the documents.
Ong Chye Tab will take the stand today when the trial continues before district judge Toh Yung Cheong. -

This abodes ill omen for SAF. (Not taking into account past misfortunes and deaths.)

I must SAF's bad fengshui accumulated over the decades is really taking its FULL effect.

i don't believe that, but who knows? it may help...
here's what will help: principled people are necessary, but how do we judge these? find out how, and then these things may not happen again...
but then, with principled people in charge, armed forces will be redundant..

we spit on our superior officer during our time in the army...
for the sake of "best unit", he put his unit in danger and made everyone do things they were not supposed to do..
and tried to charge me for his own incompetence, stupidity and BS... but at that time, me, a LCP, told him, a CPT off in front of our CO, a MAJ...
i think he got it severe from the CO... after which, true to his petty self, he decided to tekan me...
i would think there are many in the army who are like that.. high places because they kiss ass and stab backs...

well he's the S3.. so training under him...
i'm a medic.. so stationed at the medical centre in tengah air base..
whenever there's PT or anything like that, we have to be there... and we have to actually go there ourselves!! no vehicle or anything, we have to take bus to LCK camp 2!!
so, he wants the Best Unit thing.. decided that his own training program was inadequate.. and starts to make the PTI bring the men out on impromptu 5k runs, mock-IPPTs and (get this!) SOC!! being an ADA unit, without an SOC course didn't stop him... he made us run to 2Guards down the road to run the course...
so, us medics have the training schedule and go whenever there's anything that requires us to be there..
(oh, have to say the PTI was very angry whenever he has to do impromptu training sessions as he has to look after the needs of another unit)
one of his impromptu ones, again, unknown to us medics, was called again.. again, the PTI protested in vain... so it went on.. one of the guys got hurt and everything went to heck.. no medic, no safety vehicle, nothing...
PTI said it was impromptu, with 10 minutes' notice and that medical coverage was not his problems... so the S3 tried to pin it on me.. the IC of the medics that month...
i was summoned to his office.. and he threatened me with a lot of things.. charge and all that... i stood my ground, pulled out a training schedule signed by HIM for that month.. incensed, he told me i was being put on a charge and he went to get the CO...
so in front of the CO and the S1, he said i was not at the location when i was supposed to be... so he wanted to put me on a charge of "dereliction of duty" or something like that.. i said "with due respect, sir.. the PT session was not in the training program, you did not send a vehicle to get any medics, you did not try to contact the medics, even the PTI kept protesting these impromptu PT sessions, and now someone is hurt, you want to charge me? on what charge, sir?"
at that time, the S1 and CO could be seen trying to stifle their laughter.. and i was told to go outside...
later the S3 was seen with a sullen face... and i was told to stay in the camp from then on.. my stay-out status was "revoked" even though the stay-out thing was because they didn't have space for a bunk for us medics... he made one specifically for me..
then all the medics did not have to but i had to do the SOC and PT and whatever with the rest of the men...
that, is what happened..
stupid: his own fault and he tries to make it someone else fault
incompetence: a simple vehicle to get a medic would have solved everything

nah.. the BC of my battery was short.. and so was i.. about 1/2 year left for him and 4 months left before my disruption, i didn't really care..
