Huh? OCS? Chief Clerk? Where you heard your info from one?
Clerks can be train via OJT(On-The-Job) training or send to khatib camp. You come out as Admin Assistant.
If you got selected, you train to become Admin Supervisor then get the 3 strips (3SG). How they select one, I also dunno, but high change you must be those PES E scholar cause my unit last time got 2 PES E scholars and both of them are 3SG Admin Sups.
Chief Clerks in uniform are getting rare as now SAF are employing DXOs rather than using SAF regulars. And Yes, Cheif Clerks are above Admin Sup. And No, NSF can neber become Chief Clerk during their NS term.

Much like combat and technical vocations. Those who have diploma or their A-levels can obtain CPL.
O or N levels or ITE graduates usually up to LCP.
And clerks can be posted to anywhere is the SAF depending on CMPB, so heng suay can post to Air force or Navy and sometimes can kena units that allow you to stay out(go home everyday) but also can kena units that stay in(go home only on weekends).
