The issue of control, subject to regular police inspection, accounting for materials, criminal background check etc. Just like for premises selling alcohol etc.
Actually their definition of "Arms", by a stretch of imagination would also include kitchen knives. So we can't go into the business of producing knives because of this restriction? Furthermore, this also prevents the development of non-lethal weaponry like stun guns, or baton rounds.
Capabilities
High quality, precision firearms are in demand by law and order enforcement agencies worldwide. The problem is the price. However, the market is niche, and a big GLC woudn't find it lucrative enough. However, small time businesses may find it worthwhile, given our precision engineering industry base here.
Non-lethal weaponry would be the weapon of choice when trying to take down armed criminals in civilian areas. Other than the usual low frequency sound blasts, laser visual stunners, there's plenty to innovate in this field.
In view of the current economic downturn, we should look towards diversifying our economy, and one thing that's stifiling it is government monopoly.
