The first competition did not involve any RFP. It means, and I am sure you know it, that various bidders were not given the opportunity to make their best offers. It also means that technical evaluation of the various potential aircraft can only be done based on publicly available data...not exactly the best way to shop for airplanes if you ask me. Now, as we all know, defense purchases are very much politically-driven so the Greek case was hardly the only one.
