For those who think that it is right to stick to the 7-year rule in this case. I urge you to, for a moment, ask yourself this: What if it were your parents facing financial difficulties after you had been 'Missing, presumed dead' in the course of your service to the nation? Would you begrudge your family for expediting the process to declare you dead, to free up YOUR money, to claim compensation for YOU, to feed THEM, even if there was a slim chance you were still alive?
PS. I have no relation whatsoever to 2SG Chua or her family. I just did what I recommended above, and felt this is not right AT ALL. -

yes it is a disgrace...a disgrace indeed..
there is no flexibility...some keep insisting on "the law must be maintain"...cant we twist n turn abit to ease the burden of the family abit?

Well, this may go off-track but have you heard of this below quoted saying?

He meant the law in general as it stood in England when he wrote Oliver Twist, but his words still resonate today..just look at the controversy it stirs up.Frankly speaking, I thik humans are very capable of coming up with weird statutes which bind themselves in, without allowing much room to breathe.

Ehhhh, unfortunately, it appears that the legal services have taken Oliver Wendell Holmes' tongue-in-cheek statement to be holy writ: "My job is to uphold the law, not to do justice".
To some extent, I can see where guys like tripwire are coming from, insofar that whoever is applying the law can only do so within the constraints of what has been written. However, by that measure, H L Mencken's description applies: "A court of law is a place where Jesus Christ and Judas Iscariot would be treated as equals, with betting odds slightly in favour of Judas".
The focus may need to be upon the lawmakers, rather than those who carry it out. If the law has not included a clause where, in which cases such as this where 2Sgt Chua is by all likelihood dead, the 7-year rule may be waived, then the lawmakers are seriously remiss. That, I believe, is where the disgrace lies.
