unfortunately, im sure they did their ops well on the year they got disqualified too. but the thing is, in SAF, paperwork is VERY impt. small small thing they also need paperwork. do remember, that they got disqualified precisely based ON PAPERWORK irregularities. so u can't say that paperwork is not impt. what kopi is saying is that the BCU is kelong. hes not saying that the CDO's ops r kelong. but their paperwork, certainly is. and u should see the way they keep switching the scoring system... every year different system, so that every year the winner happens to win by a few points more. u know why they need to shuffle the points scoring system around? take a guess.

unit logistics and admin, is never perfect.
in the end, everyone has to do a lot of "cheating" to pass the inspections.
its not just last year for the CDOs... its the year before, and the year before, and the year before... and this year too. of course we understand this is not fair to those grunts who put in much efforts in the field, but many at the top are willing to do whatever it takes to win. it is also simple self preservation as well, since those in charge of the paperwork(hds of depts n branches) stand to look bad if there WERE any iregularities in their paperwork. either way u put it, there IS cheating, like it or not. -
