My guess is you can't, certainly not under IHL status (which is for full-timer students). Offically, I don't think you'll allowed to defer unless the call-up actually happen to clash with examinations.
You didn't mention the nature of your coursework or class schedule, so it's hard to say whether your commander would give you time off for them. But he's certainly the one who holds the power to let you skip an ICT itself, so submit all available documents - offical acceptance of study application, enrolment date, specific course name/duration, academic timetable, etc. - & let him make the decision. If you aren't a KAH & the unit has adequate cover, you could get your wish - but be prepared to do make-up ICT later in the same workyear.
FYI On & off, some of my old reservist kaki's used to bring textbooks to camp for revision study on the side. But they were more part-time students with commercial schools & such; none of them were doing Masters with NUS or NTU.

Tats what happened to my serg when we went back for ICT. His exams coming soon but cannot defer. Come back first day KPKB non-stop. Bring textbooks to live firing area to study. When resting we gather to tok cock sing song. He want to join but we told him to fish one side be good boi study hard.
