The weapon was designed for extended range and power. For a silencer to make sense, the round has to be subsonic. If you have heard a round go off next to you ears, you will realise that it's rather loud, and after that you will fail to hear the BANG from the firer, most of the time.
Since it's extended range, it will need the speed. Subsonic rounds are not an option. The design you see is a muzzle brake. It's to help absorb the recoil. A .7inch cartridge with full recoil can tear your shoulder off.
