VietCong and NVA (North Vietnam Army) wore sandals and defeated the great Uncle Sam US army in their fancy uniform.

Sometime back, My scouts and I had a long discussion on the merits between sandals and trackshoes for outdoor activities.
While for obvious hygene reasons, sandals are good to allow the feet to breathe and if the quality is good, offer sufficiently similar traction, there is the problem of arch support and heel grip.
I have always advocated overall coverage, protection of the upper half of your foot especially in event anything falls onto your foot.
Can't imagine pounding the 2.4 in sandals, no impact absorbtion or archillies tendon support. Whoever is suggesting sandals must have forgotten that the army runs in its PT shoes and not just for loping around looking cool.

What I read in Zaobao was that sandals are only allowed in barracks. They are also giving different T-shirt for 3SG and above to differentiate between Enlistees and Specialists & above.
