NCC as a whole itself , it is actually run by SAF, not a civilian organisation . It is more like a quasi-military establishment. Let me explain from what I know abt NCC in the 70s.
All NCC training camps are all manned by SAF's NSF(SISPEC trained) as instructors , echik & staff officers are also from SAF and they are all full time regulars, otherwise how could those NCC camps have an armskote full of M-16s!!!!!
The running of those camps is like any SAF schools albeit less "on" , instead of training NSF, they are training NCC cadets.
I remember someone here did say he was posted a NCC training camps as a instructor after he has passed out from SAFINCOS.
The LTC that someone mentioned is most probably a abt to retire staff officer in SAF seconded to NCC to be commandant or some staff officers of NCC , so they should be given the due respect.
Now the question is , are the NCC/school teacher officer also a NS officers? I am sure some of the young males graduates teachers are NS officers, if I am to chose which teachers to become NCC officer, I will choose those that are NS officers right?
Afterall, I believe there are many of them nowadays.
And also a few years back, there was a report , that SAF was sponsoring training for abt to retire career officers to become teacher , & some of them actually went for nite classes to get their degree, I know one of them.
So some of the NCC officers could be super laojiao former SAF officers!!!! -
Anyway NCC is not created just for fun for boys/girls, they have their purpose.
The govt is putting quite a sum of money in these youth orgn by having SAF's manpower , facilities & equipment for NCC, conducting expensive courses, for them, for example airborne course, PPL course etc.
During peace time, it is good training to prepare the boys for NS & also inducing some of them to sign on. Some of them from NCC(air) could get their PPL & later sign on as RSAF pilots.
During war time, they could be the last throw of the dice.
Just think of them like WW2 Nazi youth squad!
At least they( 15-17 y.o. cadets) are better trained than MY's NS boys & gals.

a LTC(NCC) is very hard to differentiate especially that time he's wearing no.4.
then got 1 time a MAJ(NCC) wearing his no.3 drove into my camp. i saluted him 1st, he also salute back. then upon closer inspection then found out he only NCC.

In late 70s & early 80s , cadets by Sec 3, will have basic training in IFC, first aid, markmanship training & live firing with air rifle, .22 bolt action rifle & AR-15/M-16, some of them will go for training on topography, MOI for senior NCO etc. Nowadays they even have airborne training. And all training are conducted by SAF instructors.
So they are trained in some military skills that is useful during their SG's NS military training.
MY's NS training so far do not really contain any military training, more on physical training & confidance building mainly for national integration and racial harmony , so far I think there is no weapon training at all, so more like outward bound school.

Some are but most are not... My friend is a NCC Lt. but only a corporal when we go back ICT...

Technically you salute a MAJ (NCC) but who in their right of mind do so? If his previous NS rank is an officer then yes, I'll salute him as an NS officer but defintiely not according to his NCC rank.
Well, yes it does seem that if the NCC officer's NS rank is that of an officer, well, of course you would salute. But that is assuming you know that officer is an NS officer. Many of times we don't. I don't see anything wrong with saluting an NCC officer, be it LTA (NCC) or LTC (NCC). Afterall it's the bars and crabs that we are saluting not the person per se. Yes, these ranks are not Singapura ranks but since NCC is affiliated to SAF, IMHO, just give these officers some basic recognition. Looks good on us too, as in being polite and respectful soldiers. (whether you really respect that individual or not is another thing lah )
Like what someone mentioned in this forum that it's kinda difficult to differentiate between a LTC( NCC) and a SAF LTC. I will just salute la. Rather salute wrongly then not to salute at all?

Saluting the rank without recognition to the person wearing it is just the same as showing no respect at all, therefore your idea is about the same as not saluting at all.

Yes... I would agree with you that it is defintely better to respect both the person and the rank, then you accord the salute. No offence, and I truly agree with what you say. But in actual fact I don't think it's possible all the time? My posting doesn't limit to saluting NCC senior officers per se but rather to share with all that it's very often that we only salute the rank, while we may not really respect that officer.
I mean not that that particular person is not worth respecting or we don't respect, but sometimes you don't really know that person well except for the fact that he wears a certain rank? And being in uniform and of a lower rank, it's natural that we salute? At least that's what I feel lah. I just take it as saying "hi".

Non taken. I believe everyone is different in thought and I respect that. (except certain circumstances when the individual just refuses to acknowledge he/she is in the wrong)
