Specops87, think in your instructor may have install in to you all the wrong concept. Yes their motive is good, as to give the enemy less time to shoot at you, but it is sort of too predictable. You should varys the sec based on the ground and situation and not blindly follow 3 sec rule. If not night fall already lah !
Actual in shooting, a lot is base on prediction, like guessing the person next move. For example a soldier run behind a rock, to move to another cover, he have to get up and run again, just predict his move, and aim at the place which he will surface, and shoot him. In some sense it is sort of ambush type of shooting.

The 30 mm gun is not really that accurate as well..
but it's effective against lightly armoured vehicles..
The most famous one is the apache "shot down by a farmer with an AK-47". I doubt its true...probably a technical problem that caused them to made an emergency landing and somehow got caught.
