Surfing online to non-work related Internet Sites

  As a continuation of our discussioin on surfing the Internet during official working hours, be it in private or govt sector; the question in this thread, is about surfing to non-work related website on the internet during official working hours?
  
  Can sgforums be classifed as a work-related website to surf and post during official working hours? Under what context or activity can we classify sgforums as place we can serve for official work-related purpose during official working hours?
