The credits that you'll be able to transfer is highly dependent on the University.

If you can get into MIT , you are good because MIT is the most difficult to get into out of all the ivy league and ivy plus institutions. Ecole polytechnique ( Mandelbrot's former school if you ever do fractals), France is comparable to MIT if not, better but is more stringent in admissions.
If you cannot make it into an ivy, Wharton is an ivy since Upenn is ivy league- you can forget about it. NWU is also very difficult to get in , sometimes as difficult as Wharton.
All USA studies are expensive, regardless of where you want to study.
