Poly is unlike JC, where there is a standardized exam (you can go to the worst JC nearest to your house and still get 4 As if you are good). There is no way for the University admission to judge all diploma holders equally. This is where they look at your "O" lvl results, poly grades and the reputation of the your Poly (for the course).
