Asking both genders the qn suggests to me that they are not so much concerned with genders, but with non-committed applicants. They are saying that if you want to be subsidized, then you should be prepared to accept sacrifices. In this case, it means you have to put family life on hold. There! Here in Ontario, we have a summer employment program for students. Perhaps the S'pore government can come up with a program of some sort for male awaiting enlistment? Some kind of temporary job at the various ministries? Just a thought.
