Hmmm best not to confess if you're close friends until you work out whether you really love her. Long friendships can sometimes bring along close intimacy and comfort that can be mistaken for love.
If you're sure, than go for it. Get the necessary equipment, rings, flowers etc. and just do it! Life is too short for regrets -

How to confess you like someone? To me at least, a guy has to be very direct. I've been told by exes & my guy that I'm hopelessly oblivious to other people's interest

Well, U dun have to.
Watch the movie called "Hitch" to get some pointers. U dun have to tell her u like her, just show it. But a movie is still a movie, use it as a reference or guide, not step-by-step instructions of wat to do.

OK, then this is simple. Just walk up to her and tell her. There, you will get rid of your problem forever, don't have to face her anymore.

unless you expect something else... like she feels the same for you and you want to be in a relationship with her.
then you should wait till you are quite sure she feels the same for you.
if you just want to share it with her your feelings with no strings attached then just say it.
you can like her and not want to date/marry her or anything what. -
Hmm.. There is no need to prepare any speech or an essay if you have decided to tell her how u feel. I guess if you really like her, words would just come to ur mind when u see her... feelings would just flow... Well, if you deem right time as in when u confess your love, she will accept you... I guess it is difficult to say... but well, if you are sure of your feelings, whats stopping you from letting her know...
