it doesn't sound like she's playing hard to get... but more like she's not giving you enough priorities....
sometimes even as friends.. you book them first... but later on when someone else asks them out (which may or may not be urgent), they will just push away your agreed outing..

Sometimes I also tell people I have something on last min, even my friends. It's Not like I don't wish to meet them.
You may try again, but if she continually breaks the lunch date with you, then it'd be wise to rethink whether you wanna continue your pursuit.
