  it depends largely on that guy's character. there is no fix answer to that. it could be true that he doesn't want any r/s now so he can concentrate on his work or either is was hurt by someone else b4 that makes him reluctant to try. or, it could simply be a gentle way to say "sorry, but you are not the one i am looking for"
