Some queries about getting a HDB flat

Hi all...
I got some questions/concern about getting a flat before my wedding...
Planning to have my wedding lunch and soleminzation held together next year Sep...
Currently we are still looking/waiting for HDB to release more WIS flats at the north side of singapore...
My concern is, if the WIS is available during Jan & Feb period, could i go ahead and apply for the flat? When my actual soleminzation take place at Sep??
Is there anyway to work around it??
I hope you readers can understand what i'm trying to say...

make sure its maximum 3 mths... cos u need to show ur marriage cert within the 3 mths period..

Just how soon will you be handed the keys to your flat if your application was successful?
The rules says something about within 6 months from given the keys right? -
