how come got this type of boss ???

it's his responsibility to sign document. but when he smells trouble, he is the first one to run away. even though he already on MC for 2 days and just returned to work, he left to see doctor again just to take MC to go home. then ask me to let another manager sign the document.
so many times liao, until the other manager thinks i purposely tekan him to get him into trouble.
ask him questions about the department, but he doesn't seem to know anything. always ask me to go ask someone else. everything in the department is so messy. he keeps blaming the one who left for messing things up. but that guy was there for 5 years and reported to him. so as a boss what did he do to rectify the situation ?
shows favouritism too towards another fake SOB.
