What damages your skin?
Your skin is under attack from many environmental influences. Here are just a few :

Sun
the sun's harmful rays can cause premature aging of the skin,
the result being dry, unsupple skin, with unwanted wrinkles.

Pollution
invisible pollution all around us can be toxic to our skin.

Illness
when we are run down and ill, our skin reflects this.

Alcohol
alcohol can have a toxic and dehydrating effect on our skin.

Stress
cheerfulness is an excellent beauty treatment - stress is not!

Smoking
cigarettes are the enemy of radiant skin and a healthy body.

Your skin condition is probably due to allergy or overexposure to the sun.
You may visit your doctor to get some steroids to clear away the redness.
Then your routine should be:-
1) Cleanse- Use soap free products. As soap and many face cleansing gels robbed away alot of natural moisture and exposed skin to harsh elements of the sun and pollution. This in turn will cause parched skin and irritate it. By the time your skin produces enough sebum, damage is already done.
2) Tone-Use a toner which is alcohol and fragrance free. Alcohol dehydrates and makes your skin look old and stressed. Fragrance causes allergies. A well toned skin gives you radiance and clarity. At the same time, it prepares the skin for moisturising.
3) Moisturies-Although you have oily skin, choose a moisturiser for normal or oily skin. Make sure the moisturiser do not contain the chemicals above.
Also make sure there are no petroleum, beewax, lanolin and oil. These will clogged up your pores and you may suffer from outbreaks and blackheads. A safe bet will be looking at the label and you see water as the base ingredient.
