Hi people here. I came across this forum and i hope the people here can advice me.
Erm i am 21 this year. On monday evening, i was walking at the back of Tampines Mall (Where there are some round stone seats with plants at the middle) when my phone rang. I was smoking, and my other hand was full carrying CDs which i just bought. To pick up the phone, i walked very quickly over to the bin and threw my cigarette butt and quickly picked up my phone. The thing is that the cigarette butt actually did not hit the plate and rolled off. I have to admit i saw it roll off but i picked up my phone first. Within 10 seconds (and i was still standing beside the bin), a guy from NEA came over and fined me 200 dollars for littering. He still said that if i dont pay the fine they will charge me in court (WTF).
I was given no chance to explain and i even told him i will pick up butt and i am a student, so give me a chance. Moreover this is really my first offence.
He heck care and carried on typing down my personal information. I was fined $200 dollars for it, i dont know if they give out warning letters for first timers, but this is really hefty for me.
The more i think about it the more pissed I am and i feel like appealing against it.
I would like to ask, is it possible for me to appeal against it.
Where can i appeal?
I am not really willing to part with my 200 bucks just like that.

U confirm they guy is from NEA or perhaps maybe someone just posing as one? If so, den quite sway, can appeal though. If all fails, just have to accept it.

Ya he is from NEA he showed me a pass and a ticket on the spot for the fine which is to be paid at AXS or at NEA.
Can advise me on how do i go along doing it?
The more i think the more unhappy i am about it. I always make an effort to go to the bin and i did this time though it rolled out. -

When you walked away to answer the phone it's easy to construe that you had no intention of returning. There's no need to be so kan chiong about answering the phone when you have caller ID.

Nono, but the thing is, i didnt even walk away. i was still standing right beside the been talking into the phone. I mean, i saw that thing rolled to the ground and i am wrong, but isnt 200 bucks like too hefty, even more then parking tickets. Ok, and to be frank, i am not willing to part that 200 bucks + i hate that guy's damn attitude. There's 2 of them, one in the NEA uniform another in purple uniform and when i tried to explain they didnt even listen.

well, you can always try appealing and explain your stand.
not refering to you but so this is how they catch litterers. hehe. -
I dont know, but how do i appeal? Do i call them? and what do i ask for when i call? Do i e mail?.

If you were at a range, point a rifle at the range-warden without realising then suddenly a round is discharged and fired onto the guy, will you plead innocence?
My point is, next time, smoke cigar lah...
You could have put down the CDs..Or perhaps walk to the sits, put the CDS there then answer the call..Wear ear-piece..or bottomline,

my friend got a hdb carparking summon and he went to appeal and successfully got it wavied.. so i think its possible also for NEA case?

Write a letter to explain the whole matter to your MP. I think they will help you.

then don't pay the 200 dollars, goes to court, and they ask you, do you plead guilty then you do correction work order, for 3 hours, do nothing, sweep the floor,

luckily..dat was 3-4 yrs back n i quitted from hoon khee back then
